John Gwynne's Bloodsworn Saga which has dragon-blooded people, reinspired dragonborn for me. Dragonborn are like those Yuan-ti that look like people (or whatever the primary humanoid population is) except with a few reptilian features and a breath weapon that can be used rarely. However as dragonborn PC's level up (or NPC's gain power), they develop more dragon-like features, and eventually even their type changes to dragon.

Dragonborn equivalents (more like dragonborn/lizardfolk hybrids) in my setting Artra always have tails and they never have wings. Tails are mostly cosmetic, but they could certainly make unarmed attacks with them if they wanted. They usually have poison breath weapon but some rare individuals are known to have a flame one.
 

Personally I am a huge fan of Magic Genetics

1) Humanoid species can gain special racial features by gaining enough HD or levels and going through physical training, spiritual meditation, or magical ritual.

Dragonborn can grow wings, tails, or extra arms.
Tieflings can grow wings, tails, extra eyes, or extra limbs
Dwarves can develop geokinesis or pyrokinesis.
Shifters can gain additional forms.
etc

2) Once unlocked, these traits are encoded onto the humaniod's genes. Noble families often go out their way to incorporate these genes in their bloodlines.

3) PCs are always members of these special bloodlines or of enough physical, spiritual, or magical strength to invoke their own special bloodlines.

The Dragon Kingdom Royal Family are Dragonborns Dragon Sorcerers with wings, horns, and prehensile tails. Having all three is a sign that you're royalty.
