Druid w/Child of Winter -- how do I make a good vermin summoner?

Alright, I'm trying to make a reasonably effective, flavorful druid for the upcoming Eberron Mark of Heroes campaign. It's 25 point-buy, with the Eberron Campaign setting and the Player's Handbook as core choices, with the Complete series, Races of Stone, the XPH, and the minis handbook available in a limited fashion: basically, at every level, choose a feat/racial substitution level/prestige class/spell to make available from a secondary source.

The character idea originated from a rather famous Richard Avedon photograph.

For the character himself, I have an image of an albino, hairless main clad in robes; during combat, he'd remove his hands from the robes to summon, and you'd notice the insects crawling all over his arms. Pretty creepy, but a fun change from my usual character, a boisterous dwarf cleric.

For stats, I'm thinking
Str 9 (cost 1)
Dex 14 (cost 6)
Con 14 (cost 6)
Int 10 (cost 2)
Wis 16 (cost 10)
Cha 8

Feats are a problem. Here are some possibilities I've identified. I'm almost definitely going to go human, just because of the extra feat.
Child of Winter(a requirement)
Vermin Companion(some of these are cool, in most cases an animal is better)
Vermin Shape(wildshape into a vermin, less useful because most vermin don't have great physical stats)
Natural Spell(obviously amazingly useful, but not great for the concept)
Rapid Spell(cast summon nature's ally as a standard action)
Ashbound(+3 luck bonus to summoned critter attacks and doubled summoning duration)
Spell Focus Conjuration + Augment Summon(+4 to summoned critter Str and Con; all vermin poisons have Con-based DCs)

I'm really having trouble working all of these feats into a viable character idea, mostly because Vermin Companion and/or Vermin Shape don't provide much bang for the buck and take up the very useful 3rd and 6th level feat slots. Ideally, I'd love to find a usable prestige class that enables me to essentially trade my companion and wildshaping for abilities more conducive to the character concept. I really, really wish Child of Winter included Vermin Companion and Vermin Shape, with a cost of giving up animals as summons, companions, and wildshapes.
