Monte Cook has a spell in the BoEMII called Spinal Tendril.

It says that the wizard has a reach of 10ft with this tendril, and can, once per round, make a grapple or disarm attempt without encuring AoO.

Two questions:

First, does he Threaten with this tendril? For instance, if someone moves through the 10' reach, can he Disarm or Grapple them?

Secondly, if he has an opponent grappled, would doing other actions or attacking other individuals encur the -20 grapple penalty?

If it's treated as a seperate creature, wouldn't that creature threaten?

The spell description is pretty vague, but I presume that it is a whip-like extension, ie it doesn't threaten anything.

However, I think you should probably send the question directly to Mr Cook. (Please post the answer here though).
