Dwarf Warden 2nd Winds

Okay I see there has been a change in Essentials, but it does have me confused.
The Dwarf can only do it once an encounter as a minor action.

But certain magic items and powers let you 2nd wind more than that.
Does this just mean they are not minor actions but standard actions ?

How can you increase the amount of 2nd winds that a warden can do.
I read some thread but they didnt specify where the extra 2nd winds come from.

I know the Cloak of Walking Wounded fits nicely here.

You are correct, only one second wind per encounter is a minor action. Dwarves are still the best wardens around, though, as the optional Wis bonus now opens up the other builds for them.

When I build my warden, these were the options:

The first core option to get another second wind is the 10th level daily power Spiritual Rejuvenation, it recharges your second wind.

In epic tier there is the Armor of Enduring Health form AV2, granting you a second second wind per encounter.

Not sure about Paragon Paths, though, non that fittet my Wildbood Warden had an extra SW.

If you use DDi articles, there was a recent articel about dwarves (Dungeons & Dragons Roleplaying Game Official Home Page - Article (Winning Races: Dwarves)), there is a feat that can be taken at first level granting you the use of another second wind per encounter. I would check that with your DM though, as it is an essentials article. I think the feat is to powerful in the hands of a warden.
 

Yes, any extra second winds are standards. Dwarves also have a feat that allows you to use SW as an Immediate Interrupt. Combined with any Warden this is obviously sort of awesome.

There is a martial feat at Epic that adds a second one (just MC Fighter or Warlord) called Epic Recovery. Armor of Enduring Health, also at epic. If you MC Warlord you can take the Earthfast Brigadier PP, the level 20 daily allows you to regain your second wind (and all allies). And the mentioned level 10 daily utility. That is 3/encounter and one encounter a day where you can get 5 total.

Note there might be some rules debate about stacking these options. The Epic Recovery feats says you can use your SW twice per encounter. If you can already use SW twice per encounter, there is no reason to think they stack with the Dwarf feat above which says the same thing. Armor of Enduring Health says "one additional time per encounter..." which is why it is less debatable, and the level 20 and level 10 dailies say "regain."

This relies on someone else in the party, but the level 10 Heal Skill Utility called Time Out allows the target to regain their Second Wind as a minor action.

And Stoneheart Warrior at epic allows Dwarves to use SW as a free action, which is even better.

It will be interesting to see if WotC changes those two feats to make it apply to Dwarven Resilience rather than to Second Wind. But if someone from WotC reads this: Please don't make that change -- I like Dwarves the way they are.

Are you sure its in Dragon Magazine 391 as per the link as I cant find it under Dwarves in that winning races article ?

It's in the original article itself. When they published the issue, that article lost many of the feats in it. I think they realized the feats were too powerful and pulled them from the final issue.

There is also an Endurance based skill power in PHB3 called Third Wind, usable once per day.
Thankfully that power doesn't reference Second Wind in any way - it simply allows a character to use a healing surge once per day as a minor action. It won't trigger any of the feats / powers / class features tied to Second Wind.
