Dwarven Subrace, underpowered, overpowered or okay?

Just give them a -1 on arcane spellcasting levels, it is not completely limiting but would hurt them quite a bit. Imagine this with 1st level characters, why would anyone want to play a wizard or especially sorcerer with this race -1 level of spellcasting and -2 charisma. Virtually no sorcerers would come from this race unless it was purely a roleplaying choice.

Changing the Favoured class and restricting a class or two don't make the Con bonus balanced.
The Con bonus helps every class, and the favoured class change only affects a few multi-class combinations.

I suggest giving them another stat penalty. Maybe Dex, as dwarves are often considered not very agile; maybe Int, as they don't do any of that 'devil book-learnin' (this also makes it less likely to have wizards), maybe Illiterate?
They could lose the dwarf combat bonuses, as they stay in their community and don't meet any orcs or giants.
