Eberron Artificer: craft psionic items?

A While I am happy to allow dispel magic to effect powers and have that sort fo overlap, psionics and magic are not supposed to be identical in Eberron. Psionic abilities come from a different source. Therefore, I would not simply add psionic feats or UPD to an artificer. However, it would be a fairly simple matter to convert the class to create a psionic artificer, by shifting the feats to their psionic equivalents, shifting UMD to UPD, and shifting the benefits of augment weapon and armor to psionic special abilities. I would expect that you would find such a class in Sarlona, and it may be codified when Sarlona is explored in more detail.
 

Expanding a bit on my previous post and actually addressing your question directly: :D

My gut DM instinct would be to say no, and not let psionic powers be placed into potions/scrolls/wands. That's what the tattos/power stones/dorjes are for. For me it's a flavor thing though, and psionic powers can only be properly held in crystal-thingies.

Power-wise, I doubt it is that unbalancing as there are spells that replicate almost every psionic power and the artificer can replicate them all. Two things to consider though:
1. Does the artificer have the Use Psionic Device skill to replicate the psionic power? I think this would be required - even in transparency mode I think UPD is still different from UMD.

2. None of the artificer's meta-magic feats will apply to replicated psionic powers (no heightened wands for example).

Just my 2 cents though. My artificer is a halfling tailor and is only just beginning to explore the magic outside of cloth-based items. :)
