Maybe its place holder Art? The art doesnt match the art we have gotten from past books (minus the acquisitions book, ugh). All the books cover Art so far has been amazing.

I think they are not going to take the work of illustration and design so finished and then discard it. It seems to me that it is the definitive cover and although it is true that I do not find it very ... evocative, I am quite excited about the news. Not only because of Eberron (we all love Eberron) but because it is already the second setting book, and it is a step forward to see official versions of old worlds, such as Dragonlance, or new and varied settings.

I'm pretty sure the cover is a mock-up or comp/placeholder. This has been done on other WotC books prior to official release. I'm sure it'll either be better or reworked OR completely different upon release.

No, when previous book covers were leaked, the art was accurate, I expect this is final.

I actually quite like it: very painterly, and evokes old pulp novel covers.

Never mind the cover, the title (Rising from the Last War) is a bit meh too, isn't it? I'm not entirely sure what it means, but I can think of better titles off the top of my head: e.g. Echoes of the Last War.

"Rising from" and "Echoes of" mean entirely different things, and only the former of them uses an action verb to indicate that the PCs will be DOING something. The latter suggests getting spoon fed some lore, IMO, which goes against the intended Eberron vibe of players being the stars.

I couldn't even tell you what the cover of any D&D 5e looks like. I don't pay any attention to it at all. I'm more interested in what's between the covers.
