Ah, the joy of deniabilty. "We didn't do it!" "Those mercenaries can't be trusted - working for themselves now as bandits, I'm sure..."

The rail network used to be larger - ergo, some of it has been destroyed, neutrality or not. The only question is who and why.

Some areas destroyed their own rails just to get father off the beaten track - if you don't have troops, and the Orien are shipping troop (or if you've even heard they might be shipping troops...) you might choose to sabotage the rails to keep armies out.

Some rails would be destroyed to stall a major advance. Some to prevent a retreat. Obvious military stuff.

Some would be cut just to provoke the Dragonmark houses. The finger pointing after a mysterious attack is going to be intense.

Some would be cut because of internal disputes of the houses. Some might even be from power grabs within Orien. "Chairman Saneg cannot control the rail network, cannot even pretend to be protecting the workers. I call for his replacement!"

If even one good reason for smashing the rails was acted on each year, eventually the house probably can't keep up, and has to focus on sustaining the most essential parts of the system...

The pressing question of the present: how to get some of the money that's going to start flowing into repairs in this shining Age of Peace *snort*?
