ECL and equipment value

The 3.5 DMG gives a table outlining the expected equipment values per level. If I created a Half Fiend Orc Barb 11, would I get the equipment of a level 15 character (11 levels +4 ECL for template) or a level 11 character?

In general, if your group is creating 15th level characters, then you should get 15th level Equipment, regardless of Level Adjustment...

Now, if your group is creating 11th level characters, and your DM let you play a LA+4 Race too then (A) he's insane and (B) you should get 11th level Equipment.

Yeah, 15. If you're making an ECL 15 character he should have equipment fitting to his power.

Rules say equipment by ECL, but honestly that's broken. Consider the incredible boost in power (by equipment) when a young red dragon takes 1 level of fighter. Better the original 3.0 DMG rule that just gives it by hit dice.

Thank you all for your quick replies. To address the question of Kirin'Tor, my GM is asking us to create lvl 15 characters. I was considering taking a half fiend template as at higher levels the abilities granted often outweigh the loss of hit dice and class abilities, especially with regard to front line tanks. However, if my level of equipment was tied to class levels not ECL I would not take the template.
