ECL, Epic Levels, and You..

Quick question.

Does having an ECL of 21 or higher make a character elegible for Epic Feats and classes and such?

For example, would an 18th level Drow who gained enough exp to make 19th level (ECL 21) use the Epic tables and be able to take Epic feats and such?

Any help, especially with relevant rules/FAQ entries would be appreciated.

The answer is no from a rules standpoint. Epic characters are "those whose character level is 21st or higher." Character level is not equal to ECL.

Hanging in there. Better than the alternative.
I believe it's actually based on hit dice. This is how we have creatures with epic feats.
