Editing Thread Titles? (PCat says anyone can do it!)

Who is authorized to do this and how is it done? I'm considering starting a Story Hour, and I see some Story Hour authors change their thread title when they update the Story Hour. Can any thread "owner" do this, or does it require special permissions? I don't remember ever seeing an option to do this in some of the other threads I've started.

Anyone can do it, my friend! Just edit the first post of the thread, and you have the opportunity to edit the title as well.
