Elven Ranger 2 weapon melee Stormwarden character - critique

Here is my second ever 1st. lvl character I have made for 4e. Please post comments and critique. I want him to be a very effective Stormwarden damage dealer.

Armor Proficiencies: Cloth, Leather, Hide

Weapon Proficiencies: Simple Melee, Military Melee, Simple Ranged, Military Ranged, Longbow, Shortbow

*Racial Abilities: +2 Nature, +2 Perception. Group Awareness: You grant allies within 5 squares of you a + 1 racial bonus to Perception checks. Wild Step: Ignore Difficult terrain when you shift (even if you have a power that allows you to shift multiple squares). Elven Accuracy (see Encounter powers).

Fey Origin: Considered Fey for the purpose of effects that relate to this origin

Your ability stats are incorrect. Using the 22 point (Method 2) on page 17 in PHB, 16/14/14/13 (10 and 8 are basically unadjusted) uses your 22 points. Then you need to add +2 to Dex and Wisdom...Dex should be 16 and Wisdom should be 16.

Just curious why you didn't pick up a bow to maximize ranged attacks....
and Toughness is a bonus feat for TWF rangers.....you get another feat for being first level. If your going the TWF path, you probably want to pick up TWF as your first level feat and TWD at second level.
 

Your healing surge value should be 7, not 8. You don't add your Con modifier to the number. It's just one quarter your HP rounded down (see PH 293).

Actually, you do indeed add your Con mod to the # of Healing Surges you get per day. Read pg 103 of the PHB. I think you are referring to my value that is healed, in which case you are correct.

Healing surge value (not healing surges per day) = 1/4 your max hp.
Dragonborn get to add their con mod to this (just in case you are using an ex-dragonborn's statblock).

Yes indeed. That is EXACTLY what happened to me. I had pasted the first character I ever made on a word doc, which was a Dragonborn Paladin and then went in and edited everything according to an Elven Stormwarden. Draconic Heritage allows them to add their Con mod. It appears I had forgotten to add my racial bonuses to Dex and Wis originally. I have fixed that now. In addition, I had forgotten to give myself a Longbow. I have added that as well. I have now updated the character per the couple mistakes you all found. Thanks!

What do you all think of my starting stats though? With 3 16s, he might be kind of versatile, but I am concerned with being as optimized as possible, especially in hitting baddies. I know hitting things a lot can be a big problem in this game if you don't start with good stats right off the bat. Elven Accuracy/Precision helps this a bit but what stat changes would you suggest, if any, to make this as optimized as possible?
