Enemy Displacement.

That looks neat...If you could increase the distance by increasing the enhancement, then that's exactly it.
There's a +1 "synergy" enhancement (also in MIC) called "Great Dislocator" that improves it to up to a 30ft hop, with a Will save DC20. If I understand synergies correctly, that means the combination of "Dislocator" + "Great Dislocator" is effectively a +2 enhancement.

Beyond that enhancement, though, MIC doesn't list any more steps up the power scale, afaict.

Yah, looks like anything beyond that is a homebrew... unless there's a supplement or something out there that expands on it or describes the progression formula.

What about popping an opponent outside of time?

Psion has the Time Hop level 3 power, close range, will negates. I've seen this used in battlefield control scenarios, where select opponents are temporally removed from the battlefield so as to take care of the others, than the party waits around flanking the empty space where/when the opponent pops back in and is quickly taken out.

A Psychic Warrior with Expanded Knowledge feat could do this at level 8 (And can to a ton of other excellent things as well!)

Not exactly what it sounds like you're looking for, but it might have that flavor.

Sounds like you're wanting a variation on a Necklace of Strangulation:

"The wearer suffers 6 points of strangulation damage per round until he is dead. The necklace remains clasped around the character's throat until he is a dry skeleton. It can be reused."

I'd definitely require you to make a successful "to hit" roll to place it around someone else's neck, though.

Or for a non-magical version, treat it as a garrotte or even a lasso for determining whether or not it hits, then each round the victim makes a save, or possibly a Strength check. A character can hold his breath for a number of rounds equal to CON/3. If the character fails too many saves, he's now unconscious.

I hunted around a bit and found (in MIC) a +1 equivalent weapons enhancement called "Dislocator" that teleports a target 10ft in any direction chosen by the wielder, Will save DC17, operates 3x/day.

So... teleporting in any direction, means you can aim them 30' straight down into the earth? Which, according to teleportation rules, then shoves them towards the nearest open space, dealing (I forget the amount) of damage each 5' space they travel.
Would an "Entombed, than Vomited forth from the earth" effect accomplish what you're looking for?

Can someone confirm this will actually do what I think it does, or am I speaking out of my butt?

@RUMBLETiGER - Good question. I went back and checked the text; the Dislocator property expressly forbids teleporting your target into "an occupied space". So, unfortunately you can't shove your opponent into the dirt for tport mishap damage.

As for speaking out of your butt, that's an issue only you and your loved ones can confront.

Bah, leave it to the makers of the rules to thwart my obvious attempt at gratuitous abuse.
Speaking of mouths and butts, I’m tempted to try to Move Silently+Slight of Hand a Bad of Devouring over a sleeping dragon’s tail and allow the DM to have to figure out how much of a Dragon fits into a 30 cubic foot space per round and what would happen after that.

I'm now imagining setting up a series of sealed, empty barrels (With an air hole, don't want to be totally inhumane) around a battlefield, than engaging my opponents in combat with a Great Dislocater weapon. I'd want to design a Bounty Hunter around this idea!

This would be extra-awesome if you could use baleful transposition rather than Dislocator, along with a bunch of rodeo clown cohorts hiding in the barrels.

"Where's my rodeo clown? *whap* THERE'S my rodeo clown! Hee hee!"

Because battle clowns are terrifying.
