OK, maybe I'm the only one confused here, but it says (in nice big letters)

Make sure you do not assign the same rank to two or more candidates.

However, there are 10 candidates and the voting numbers go from 1 to 9...

Uh, how is this supposed to work again?

Perhaps light is starting to dawn... you must leave one or more blank, and you can rank the remainder.

I'm still not sure about the 'order of preference' though. Is 1 the best, or is 9 the best?

PS, the way the voting works, they ignore your lower rankings at first and transfer your vote down as necessary until they run out of choices you took, in which case, your vote vanishes. But since the 10th Judge choice is your absolute last choice, you would presumably want to have your vote not count before having it count towards that candidate (plus I don't think it is even possible for STV to take you down to your 10th anyway).

You aren't expected to rank all 10 candidates. Further ranking someone '10th' is the same as not voting for them at all due to the way the ballots get processed.
