OR they got their hands on new Romulan Mark VI cloaking technology....? Really, is Romulan science in Star Trek progressing faster than computer science in the real world?

IIRC, the Romulans are only shown to have warp speed after they began using Klingon designed ships, although I'm not sure if they have it in "The Deadly Years".

I'll have to rewatch Balance of Terror to see exactly what Scotty says.

It's quite possible the Romulans moved from Vulcan to Romulus at sub-light speed, although it may take generations.

As for who the man behind the mask is - it might be (spoiler)
the race of andorians that are telepaths, which are to be revealed in an upcoming episode.

It seems to be amazingly simple in Star Trek to jam all communication frequencies. Jammed frequencies=non-operational ship. Plus the antennae make very obvious targets, and the fact that crew is needed for maintaining the ship, boarding ships, infiltration and many other duties.
 

Just re-watched the episode. The alien in the VR helmet seems to have light blue / gray skin; could be a Reman... IIRC, the Remans have light blue / gray skin? It's been a while since I watched Nemesis.

I liked "Minefield," but a hate it that they've made the Romulans more capable than they probably should be.
You also gotta remember that this ship is a proto-type. It is very possible that they still don't have stable warp tech. I think the producers are doing a wonderful job of interpreting Trek historical canon.
