How else to explain "usually" (preferably core)?

Not core, but the Magical Training feat (FRCS, Regional) lets you cast Mage Hand and a couple more cantrips once/day.

(I don't know if it was changed in 3.5.)

It was. You now can cast three 0-level spells per day. You either cast as a wizard (in which case they're Int-based, and you have a spellbook with three different cantrips in it) or as a sorcerer (Cha-based, you know two cantrips that you can cast in any combination just like a sorcerer).
