Epic Feats and you

One of the requirements for [Epic] feats is being over 20th level, so lower-level characters can't meet the requirements by definition. I remember reading some cheese over at the WOTC boards involving kobolds getting a template that treated them as true dragons, who can count as epic with age category instead of hit dice, but that was very specialized and probably not with the spirit of the rules.
 

What about feats such as this one?

"Automatic Quicken Spell [Epic]
Prerequisites

Quicken Spell, Spellcraft 30 ranks, ability to cast 9th-level arcane or divine spells."

You can be under 20th lvl and be able to cast 9th lvl spells. Would this be an exception in which you could gain an epic feat at say 17th lvl?
 

Scratch that. Your right. I just looked at how to acquire an epic feat, and you do have to be over 20th lvl, before you can even look at the requirements.

And in any case, just how were you proposing to acquire 30 ranks in Spellcraft before 27th level?????
