Here's an idea I've had for campaigns that focus on innate character abilities rather than magic items:
1) There is a column to the left of the character's Ability scores that is labeled "Improvement DC".
2) Roll Ability Scores as per RAW: 6x(4d6 drop lowest), arrange to taste.
3) Record n+1 next to each Ability Score roll (ie. before Racial modifiers are applied)
4) At each level but 1st, 4th and every four levels after 4th, roll 3d6 six times comparing each result to the Improvement DC for each Ability Score in order. Make note of each roll that meets or beats the Improvement DC.
5) Choose one Ability Score whose Improvement DC was met for this level. Increase that Ability Score and its Improvement DC by one.
6) At 4th level and every four levels after 4th, add 1 to any Ability Score of your choice. Do not increase the Improvement DC.
7) Inherent bonuses to Abilities do not increase Improvement DCs
8) Magic Items that give bonuses to Abilities are disallowed.
