Evasion & Uncanny DOdge as feats

Uncanny Dodge: Again, Skill Focus (Spot) does nothing, but Spot ranks at 6 means a Ftr has to wait until 9th level to get this feat. Druids, Rangers, Rogues, and Monks could pick it up at 3rd level (Class skill).

Also note that Barbarians get Uncanny Dodge, and they get Listen (but not Spot).

While I don't want to make it too easy for characters to get these abilities at low levels, I also don't want to make them so prohibitive that no one will invest the feats and skills into getting them.

It's hard to find a balance though...

It shouldn't be a problem for them to get them at roughly the same levels as a Monk or Rogue. The difference being that they are going to have to spend 2 feats (one being the prerequisite) and ranks in a cross-class skill (or possibly another feat to make the cross-class skill a class skill). Paying feats, skill ranks and ensuring the correct ability score minimum seems a decent price to pay to allow others to get these abilities at the same level without having to take class levels in Monk or Rogue.

Also note that Barbarians get Uncanny Dodge, and they get Listen (but not Spot).
It wouldn't matter. Since its a class ability for them, they get it automatically without having to worry about any prerequisites.

I can see where the concerns about classes receiving either version of Uncanny Dodge or Evasion before they are normally intended. For Uncanny Dodge I would agreed, since the rules stat that Uncanny Dodge from two seperate sources becomes Improved Uncanny Dodge. Now Evasion on the other hand does not, so to get the Improved version requires the use of Feats, which could and usually should be used for better feats.
