D&D General evil plan ideias - why would the villain require 100 souls?

Descent to Avernus has a "soul coin". This guy knows the concept, and thinks that makes for a nice Copper Piece but important powerful VIPs like himself should have Gold Pieces to trade / spend. The kicker is that the existing soul coin is how it is for good reason(s); its development stretches back to the beginning of Time. This young whippersnapper (relatively speaking) is re-inventing something well-known to not work.

He believes he needs them as ingredients for 50 pairs of magical boots. Actually, he just needs 100 soles, but either misheard when it was being described or the directions in his book were misspelled. Oops!
