Quicker than the Eye will allow you to Bluff/Feint and then attack in the same round, but Expert Tactician won't. (Although if you are hasted and have both Expert Tactician and Quicker than the eye, you can Feint and Sneak Attack twice in the same round.

You can also get 1 sneak attack and 1 regular attack without being hasted if you have QttE and ET, just to cover all the bases.
