Yes.

When you reach 1 hp you can act normally.

Yes, though that may not be the case with undead. Can't remember off hand.

AFAIK, Fast Healing doesn't consume any of your round, and I believe it always kicks in at the beginning of your round. So the round you are brought to at least 1 or more hit points, you should be able to immediately take a full round worth of actions (part of which would probably be getting up ).

Undead are immediately destroyed when reduced to 0 hit points or less. (Unless noted otherwise, like with a vampire.)
