Fast Mount/Dismount - why not?

Is Fast Mount/Dismount the defualt action, or do you have to choose to do it? Since there is no penalty for failing the Ride check, it seems to me that this is wha t a character would do every time.

Perhpas it should say: if you fail the Ride check by more than 10, you fail to mount/dismount and lose your action for the round. Or something like that.

Fast Mount or Dismount: You can attempt to mount or dismount from a mount of up to one size category larger than yourself as a free action, provided that you still have a move action available that round. If you fail the Ride check, mounting or dismounting is a move action. You can’t use fast mount or dismount on a mount more than one size category larger than yourself.
 


IMC I came up with the following house rule.

A character can attempt to move and fast mount, but if the character moves and fails a fast mount, then the character falls prone. If a character fails a fast mount by more than 5 regardless of whether or not that caracter has moved yet in the round, the character falls prone.
 

Personally I prefer it the way it is, I don't like seeing heros (PCs) end up on their arse just because they had an unlucky dice roll. If I was running a Keystone Cops style campaign then maybe I'ld have a penalty (other than extra time) for failing the roll. But heroes falling flat in the mud when mounting their horse isn't really the stuff of legends.
