Fastest way to level 9 spells?

I sort of remember you can never take 10 on Use Magic Device.
Then the skill mastery won't work since it says you can take ten under stressful conditions, and not that you can take ten with a skill that doesn't allow it.

On the other hand, 5 ranks in Decipher Script will give you another +2 synergy bonus on UMD.

So you'll need :
14th level star elf bard (or any race with +2 Cha/+0 ECL) with 22 Cha
Feats : Craft Wondrous Item (for +6 cloak and total 28 Cha), Magical Aptitude, Skill Focus [Use Magic Device],
Skills : 17 ranks in Use Magic Device, 5 ranks in Spellcraft and Decipher Script
Total +35 Use Magic Device. Completes CL 17/SL 9 sorcerer scrolls 95 % (90,25 % for wizard, druid or cleric scrolls unless 19 Int/Wis as appropriate).

Oops! Forgot about that one. On the other hand, with an 8 or better to succeed (thanks to decipher script), he's still a darned good bet, and he could be getting a 50/50 chance at 10th level! (And not worrying about the 19 INT, since he has a +27 in UMD to begin with.)

Yeah, but we already have a guy who can do it reliably at 14th level (the Ur-Priest), so if we can somehow get him back below 14th we've got it! :)

Items: Stone of Good Luck, Scroll of Guidance
These two give another +2 on the check, so you could be an 13th level star elf bard and have +36 on UMD.

Oh. Um... he has 17 friends using Aid Another! Yeah, that's it!
Or he just has a magic item that gives a big skill bonus. He got it in the same treasure hoard where he picked up that 9th-level scroll. ;)

OK, then : revised star elf bard
Feats : (1) Skill Focus [UMD] (3) Craft Wondrous Items (6) Magical Aptitude (9) Nymph's Kiss
Skills : Use Magic Device 15 ranks, Decipher Script 5 ranks, Spellcraft 5 ranks
Homemade +6 cloak of charisma for a total Cha 28/+9

Total Use Magic Device (scrolls) : +35. (Still misses on a one, so doesn't need more for DC 37).

AT 12TH LEVEL !! We've got it ;)

Can't inspire competence in himself IIRC.

For the same reason of self-reliability, I didn't throw in the stone of good luck. You need a priest to craft one of these.
