A 1st level commoner who somehow gains access to an appropriately-filled Ring of Major Spell Storing is capable of casting a 9th level spell. It's not a likely scenario, but neither is it prohibited.

Probably a more likely result: "WHAT DO YOU MEAN, THE WHOLE TOWN PEOPLE ARE KILLED EXCEPT THIS LITTLE BOY?"

I guess a famous wish that a kid sometimes speak out is something like: "I wished you were all dead!" when he didn´t got his cookies or had to do his homework... . (The other typical "curse" is usually not a wish: "I will go away and will never come back.")

Why are we focusing on scrolls?

You should also look at staffs. They can hold level 9 spells and only require a UMD check of 20.

Either way, it is quite expensive. Scrolls are best used for spells you don't want to use a whole lot, but don't want to be without when the need arises.
