Fastest way to level 9 spells?

A 12th level rogue with 20 CHA, 13 ranks of use magic device, the magical aptitude feat, skill focus(UMD), 5 ranks of spellcraft, and the special ability that lets him take 10 even under stress (5+15+2+3+2) will let the rogue use 9th level spells from a scroll with NO chance of mishap. (DC 37). VOILA! :)

Why are we focusing on scrolls?

Spell Storing, Major: As the minor ring of spell storing, except it holds up to ten levels of spells.

200 kgp. IMHO, means a higher level character.

But whereas wealth-by-level is a guideline, spells known by level is a rule :)

A 1st level commoner who somehow gains access to an appropriately-filled Ring of Major Spell Storing is capable of casting a 9th level spell. It's not a likely scenario, but neither is it prohibited.

Can't inspire competence in himself IIRC.

For the same reason of self-reliability, I didn't throw in the stone of good luck. You need a priest to craft one of these.

Well, if you are going to begin eliminating options that the theoretical PC can't craft/do himself, you had best remove all magic items from the equation. Otherwise, you are assuming the PC can purchase items, including a stone of good luck and an assist from a Bard with an Inspire Competence. Or, take the Leadership feat and acquire a cohort. So, I still say the Inspire Competence could knock the requisite level lower.

How about a circlet of persuasion for another +3 bonus to charisma related skills?

OK, then : revised star elf bard
Feats : (1) Skill Focus [UMD] (3) Craft Wondrous Items (6) Magical Aptitude (9) Nymph's Kiss
Skills : Use Magic Device 15 ranks, Decipher Script 5 ranks, Spellcraft 5 ranks
Homemade +6 cloak of charisma for a total Cha 28/+9

Total Use Magic Device (scrolls) : +35. (Still misses on a one, so doesn't need more for DC 37).

AT 12TH LEVEL !! We've got it ;)

Thanks for the inspiring UMD debate, but all the money for level 9 scrolls makes be a bit anxious... ;)

The Ur-priest was what I'm looking for.

Ooh looky, it's an adventure seed! I'll have to water that baby and see what sprouts.

The most obvious spell for a commoner to activate by accident (with interestingly unpleasant consequences) would be wish, but plenty of others would work too: gate, freedom, dominate monster, storm of vengeance... he could depopulate his entire village if he's not careful. Mwah ha ha. ;)

This idea is definitely going to show up in my current campaign.

Everytime I start a new campaign I will give each player something. Usually a gift from their mentor, or parents, whatever. It will usually turn out to be magical, or useful, but usually pretty low level.

Except, whenever I start I new group, one person always gets a ring of wished, with only one wish left. Of course, he doesn't know what it is. (Mom said it was lucky, or belonged to Uncle Joe...) Then I just listen, and listen.

The first time he says "Man, I wish we had a ...." BLammO

One time they were almost 6th level before he ever used the phrase. Sometimes it gets them out of a jam, sometimes it just gets them a peanut butter and jelly sandwich. but it is always fun....

In a former campaign, a simple commoner happened to get a ring of wishes... the PCs simply didn't notice/care it somehow. ;)

In the current campaign some generations later, other PCs interact with a noble house who had some "miraculous" events in their glorious past and the PCs got a nearly empty Ring of Wishes to accomplish something very important ;)
