Favored weapons

I was wondering if clerics devoted to a god that doesn't grant the War domain to her followers still may get the weapon proficiency on the favored weapon of her god. What I mean is: should expend a drow cleric of Eilistraee a feat in (exotic) weapon proficiency with the bastard sword which is the favored weapon of her goddess? or does she get it freely because it's her goddes favored weapon and gods always grant their priests the ability to be proficient with their favored weapon? One do not gain any free proficiencies as a cleric except if one takes the war domain. One can easily expend a feat to aquire the favored weapon though.
