Just to be the lone voice in the woods, I personally would go with the Point Blank Shot/Precise Shot route for the following reason:

If you make any kind of habit of using ray spells in while allies are in close combat, that -4 to hit just about negates their usefulness, even with a high dex and a size bonus. If you really want to make your ranged touch better, hitting more often is about the best way.

By way of example, for the halfling in question, assuming a Dex of 20 (the BAB may be off, as I don't have PHB handy):

2(BAB)+4(Dex. Bonus)+1(Size Bonus)=+7 to hit
or
2(BAB)+4(Dex. Bonus)+1(Size Bonus)-4(shooting into melee)=+3 to hit

I will grant that the Metamagic feats are pretty nice and I especially like Energy Subsitution. If you are considering feats, you might look at Persistant Spell (if I remember the name correctly) which makes a spell last 24 hours. It requires the Extended Spell Feat.

-4 is a substantial drawback. However, if it were me, I would be using spells to counteract that penalty rather than feats. You have cat's grace, true strike, etc. Moreover, if you can catch them flatfooted (as you would if you are invisible and catch them by surprise), they no longer get even their dex or dodge bonuses to AC). Hit them with a ray of lethargy (or whatever the one that does dex damage instead of str damage and now all your other rays will hit better as well.
 

Metamagic is cool, if you are a Sorcerer! You should definitely pick up one or two of those feats eventually.

Empower Spell is an obvious choice, if you focus on damage dealing spells.

To get Precise Shot (Point Blank Shot is almost useless on its own) costs 2 feat choices, which is a lot for a Sorcerer.
