Yes you push before the damage. If you didn't, you'd be affected by the power as well.
The use of the power is voluntary when you hit, however. You are -never- required to expend your powers unless explicitly stated.
Raging Storm is unnecessary, as you apply Eladrin Soldier to the damage from the weapon's power, and as it's a different power-use than the initial attack, that does permit a double-dip into Eladrin Soldier's damage bonus for that action.
