I think all of the requirements should be 7-. That way you have to volunteer with the point buy method (since a 7 is worth no less than an 8) or get particularly unlucky. An 8 or 9 is just too close to average.

I beileve there is a feat called Might Makes Right in Races of Faerûn. It allows you to use your strength score in addition to your charisma modifier, to determine your score with the Leadership feat.
