The particular stat isn't the point. Obviously an Eldritch Knight would value Int over dex, and maybe even Con. And the particulars of stat array vs point buy are irrelevant. It was just an exercise to consider if the Fighter might not suffer from an excess of stat points without feats.
Consider the ultimate OSR corner case. Roll the dice and get straight 18s. Human means straight 19s. This character will have capped all 6 stats by 8th level. The remaining stat advances are a complete waste of a class feature without feats.
