Bronn, IMO belongs solidly in Tier 1. His most notable acomplichments are (somewhat narowly) defeating Vardis Egen in single combat and surviving the Battle of the Blackwater. This marks him as a good fighter, but there's nothing in the books to suggest he's among the best in the realm.
As for Bard, slaying a dragon is a far more significant feat than can be attributed to most characters in that tier.
I will echo the suggestion to allow moving characters further up or down with each vote. As characters get added, it's going to get very difficult for movement one slot at a time to accomplish anything.
