D&D 3E/3.5 Flavourful Tweaks (3e/4e/PF especially)

Well, we're still just getting going with it.

Cool, I like the sounds of it, organically weaving both player desire and the 'random' world elements. And a good group of eclectic characters can often end up being one heck of a lot of fun, especially interacting with each other. :D I'd enjoy hearing how it turns out as you go along!

DMG 2 has inherent bonuses as an option that looked really attractive to me, adding in the level appropriate magic item bonuses as nonstackable so there is no need for magic items to make the math work out to normal expectations.

In my 3e/PF games I allowed players to trade in stat point buy to gestalt, so they could choose to be more broadly skilled with neat synergies or focused on raw archetypal power. In 3e I also allowed trading in point buy for buying off Level adjustment for more powerful races.
