Force Orb: Secondary attacks on a miss?

Agreed: it says object.

But, as also noted, if you are going at one (main target), don't throw it at the floor! You still have to make an attack role on the secondary attack(s). There is no autohit. Throw it at the floor only to get a little more damage then your Scorching Burst against a group of enemies.

But it is extremely clear from the spell description that the effective size of the secondary AoE depends on the size of the primary target. Even if one rules that "floor" comes in discrete 5' chunks (thereby avoiding an effectively infinite AoE radius combined with IFF), targeting large objects (tapestries? tables? 50' ropes or tarps thrown down in interesting shapes by tactically aware allies?) will be a powerful tactic against minion hordes.

Right, I could effectively have a group of monsters with a caster and force orb setup a throw rug that is 3 sq x 3 sq wait for a majority of the PC to get on or adjacent to the rug and then target the rug with force orb effectively hitting the entire party with an AoE force attack. I should even be able to hit the PCs standing on the rug because they are, in fact, adjacent to it (the target).

So you haven't learned the secret of flying, then? ;)
