A special sect of psionic knights on that world were forsakers and wound up being the elite of the psychic warrior forces. They are fairly rare now because there simply is not enough magic to sustain their large forces. However, if you go by psionics are different, there is really no reason not to allow the combination. Again, if psionics are different then there would be the equivalent psionic-like ability as opposed to spell-like ability.

The Psionics Handbook is not a core rulebook. Psionics are ALL houserules, essentially. If he wants to call Psionics an extaordinary ability rather than a spell-like ability, it's just as valid as any other rule. And it wouldn't be any more house-rule-like than psionics themselves, in my opinion.
