(FR) Cosmopolitan Feat

That's an interesting use of the feat and one I hadn't thought of. Cosmpolitan also gives +2 to the skill, so I'd be tempted to even give you 2 other languages.
It's one language per rank. The extra +2 are not ranks so I would not give extra languages for them. :p

If the +2 bonus is going to be wasted, you might check with your DM to see is Versitile (from Rokugan) is allowed. 2 non-exclusive skills are always considered class skills for you (although, unlike Cosmopolitan, there's no bonus to either). So you could take Speak Languages and Diplomacy (or something language-based) and keep the theme of the character intact.

Well, look at it this way. One gets a language for each point of Int bonus and one for each rank. That's just like a skill being Int + ranks. So, while it's not written up this way I think it would be find to allow the +2 to equal 2 extra languages. Also, I've never had a problem with characters learning too many languages.

Thats how i was seeing it also, Crothian. Simply add the ranks + int mod +1(Common), and you get how many languages you have total.

But it isn't written that way. Sure, you could house rule it, but (see below) why bother.

Well, languages are not terribly important in standard 3E. Remove common and undercommon (I sometimes do), and languages become very important.

Speak Language skill is just poorly written up becasue it doesn't work like other skills. And in my games there is no such thing as common, I threw that out ten years. Most countries have their own language, and even with that having a character learn two extra languages has never been a problem.

Why it might be against the way this rule is written, it's really not against the spirit of the skill rules in general.

Just use the Linguist feat from the Arcanis Codex.

It makes Speak Language a class skill, gives +2 known languages, and gives a +2 on Decipher Script and Innuendo skill checks.

I think the extra skill bonuses might be a bit much, but they are all skills that aren't used much.

Note, I do not have the books with me, but I am pretty sure that there is a Multicultural feat (or something along those lines) in S&S (the rogue and bard handbook)....

i don't remember the details of it, but it might also serve the purposes required ...

(or i could be remembering wrong.. in which case, never mind this post ;) )

Since i don't have the FRCS book with me, I won't comment on what I am "remembering" until I have a chance to re-read it ..

No, the Multicultural feat affects only Charisma checks with the appropriate race. It requires Speak Language as a pre-requisite, though.
