The only thing it does is enhance a character's Rage (by +2 Str, +2 Con, +1 Will saves). Otherwise, it does nothing.

What do you all think - is it too expensive as a +2 weapon ability and should cost +1, or not? (I think it is too expensive.)

Well it looks pretty useless if you can't rage, however if you can rage, yeah I would say it is definately worth +2. You get an extra +1 to hit, and extra +1 to damage, +1hp/level, +1 to your fort save, +1 to your will save, that's no small potatos.
 

+2 is too much. The weapon only works when raging, and then is only slightly better than a normal +1 weapon (extra hp per level, and +1 to 2 saves). Besides that, it doesn't beat DR or get extra hardness/hp. The situational drawbacks at least make up for the bonuses. +1 should be fine.
 

Just because it works better for one class as opposed to another does not make it under powered. Look at Hunting weapons, useless to anyone without favored enemies.

The +1 to hit/dmg is less than a +1 enhancement, but the STR bonus apply to anything, such as trip, grapple, overrun, two handed damage, ect. +2 CON and +1 HP per level, and the conseqant +1 FORT save is nice, as is the +1 WILL save. Would you wrap all of these powers into only a +1 bonus by them selves? If you think it's a little under powered as it stands, and it may be a SMIDGE, let it grant non-ragers a 1/day rage, but at only the swords bonuses, not the standard rage, and let Barbarians and the like have one extra rage a day. The later of the two would probably be the best alone.
