I think those are the only attack roll buffs that are up right now, so d20+21+Dex; Looks like from your rolls that your Dex is +5 (haven't checked your sheet), so those should all be +26, so all your results should be higher by 11

Don't forget that you're making a ranged touch attack though, so it should be much easier to hit with a touch attack than a regular one.

Does Feeblemind reduce Wis -and- Int, or just Int?

And would a drow in bear form still have drow immunity to magic sleep?

Feeblemind reduces intelligence and charisma.

Shape changing does not usually make a creature loose it's natural qualities except those dependant on physical form (Such as gaze attacks, breath weapons, Tentacles, winged flight, etc)
