Maybe something like Bracers of Archery, tuned to throwing items and reskinned to an applicable slot (gloves?)

The cost is otherwise just too high.

PS: Small size shuriken damage is just 1. I mention it because I recall Lem to be a halfling.

Holy shurikens? Bad idea. For a one shot, maybe, but for a career character, you are just throwing your money away. You are averaging only 8 damage. Poison is the only option to make a shuriken effective. And that is only because each additional successful hit increases the DC of the poison by 2.
 


Are there special rules for magical weapon costs if for ammunition? I was thinking of having Lem the Cook purchase some shurikens as throwing weapons for his upcoming adventure, but they only do 1-2 hps of damage.

No big deal. We are going against undead, so I thought I would get silver shurikens, with a holy special ability tacked on. This would effectively make the shurikens +3 weapons for the sake of cost (+1 base magic bonus, +2 for the holy ability). Checking on the Pathfinder site, that would mean a whopping 18000 coins for 50 +1 holy shurikens. Lem has over 7500 gp right now.

So is it possible for me to purchase at fractions of the cost. Say I purchase 20 +1 holy shurikens for 2/5 the cost, or 7200gp? Tacking on the silver alchemical property increases the cost by only 2gp each, but make it so the shuriken will only do 1 point of damage, maximum. Still, with the holy property attached they will do an extra 2d6 to undead.

I would lose one of these shurikens each time I threw it, right? So I would lose about 362gp per throw. Wow....
I could recommend you start by checking the Mystic Pearl for +1 returning silver shurikens. They can be "upgraded" to holy later (since you can sell them back at full price) when you have the cash.
 

Returning would be good. However, the silvering of them might reduce the damage, and they are already at just 1 point. Might want to check on that.
 

I am fairly certain (95%) that damage is always a minimum of 1. So even if your shuriken are only dealing 1 point base damage (I assumed because your character is small), the minimum damage will always be 1, even if you are subtracting 1 for alchemical silver.
 

Actually, minimum damage is 1 non-lethal. CRB p.179. So, 1d3-4, which some house cats do, is 1 non-lethal damage. A halfling monk without a strength bonus is at least doing 1 damage with a normal shuriken. Using the silver shurikens, he would be at 1 non-lethal. That is too pitiful to bother with.
 

Ah yea, forgot PF changed that from 3.5. Yes, 1 non-lethal is pretty pitiful. Being a halfling and using shurikens is generally not very fulfilling in the first place unless you've somehow managed a really good Str modifier.
 


Ultimately, I went with an Amulet of Mighty Fists +1 and an upgrade to my Bracers of Armor. I thought the Amulet of Mighty Fists +2 was 8k gp, but it was 8k to create and twice that to buy. Yikes!

Still, I got a +1 upgrade to AC, attack, and damage for my money. Not a bad exchange. There is also a Body Wrapping that gives an additional +1 to hit and damage for all unarmed attacks once my character is 6th level, and it only costs 3k, so I'll be saving up for that upgrade, too.

Those shurikens just aren't worth it no matter how I look at them, so for distance weapons my monk will stay with holy water and acid flasks for now.
