Looks like Moment of Perfect Mind and Steel Wind are tied for first, so I'll make them the first and second maneuvers known by the generic human warblade.

Considering that a WB gets 4 pts per level anyway, I'm not convinced putting a 13 there is a bad move.

At least 6 of them. You don't get an Int boost until 4th level, which means 4 (1st level) + 2 (2nd and 3rd). Presumably you gain your stat boost before choosing skills; else it's 7 of them.

It's not the end of the world if you miss out on them, but why would you want to miss out on them? By swapping Int and Con, and boosting Con at 4th level, you arrive at the same HP state, but with +6 skill points. It's a freebie. I love freebies.
