Is it possible to use Genesis, the 9th level Wizard spell, to make a plane that you can apply to the Planar Shepherds abilities?

PLANE OF BROKENNESS

All laws of physics, life & the beyond are set/altered by the visiting mind as a free action. There are no limits or constraints.
"Wish" is nothing but a dot on the horizon compared to what one can wish for in this plane.

There exist one Plane of brokenness for every single mind, and each plane can only be visited by the related mind.

Yeah, unfortunately. It does have to be somewhat within the rules, but beyond that, you could make just about any plane. As per your mention of deciding time flow, I thought a plane of decay would be nice. Every Full Round is equal to a year on the plane. Since the planar shepherd won't have that drawback, any who comes near him will age rapidly into death. I don't know if they have this already as a class ability, but how about making one of the plane's abilities to exempt one object/person/creature from the effects of your plane, as a Planar Shepherd of your level X/per day?
