I've always seen levels like this:
1st: snot nosed kid just leaving home (or begining apprentice)
2nd-3rd: someone who has been on their own for a while (apprentice-journyman)
4th-5th: someone whos established in life (the modern equivlent would be someone who just finished college or has otherwise settled into a lifelong carere)
6th-7th: the highest level that most will achieve (the modern equivlent would be a middle aged fellow)
8th-9th: rarely reached, these fellows would represent the elite in a particular city (the best blacksmith ect.)
10+: PC/important NPC territory.
