I seem to remember this combo being hailed as a great way to slap a -2 attack penalty on everything you hit. But reading over the Pyschic Lock phrasing in the CB, it specifies that it only affects powers with the Psychic keyword. GSW doesn't add the Psychic keyword; it just turns all the damage into psychic.
I had similiar issues trying to use a Flaming Dagger to eek out some use from Fire-focused feats.
I know rules were clarified at some point to clarify that, yes, casters using Flaming/Lightning/GWS weapons as implements can also change the damage type. I remember this made casters very happy at the time, because they thought it would give them greater access to stuff like Psychic Lock. But were Psychic Lock and similar feats errata'd to stop this particular use/abuse of these weapons?
