A good option might be (if you use psionics in your campaign) would be one of the psionic races like Dromites, or even Thri-kreen, or this could be the origin of the "Blues" (Blue Goblins, or Blue could be changed to a template that can be added to a different race or multiple races).
Neogi are also a good choice, and I see them as one of the best alternatives if you are not into the psionic variation.

Pretty much anything with a weak mind. From Astral, the gith could raid settlements pretty much anywhere they wanted. There may not be ONE slave race for them, but several. Whatever they can find. humans, tieflings, aasimar

I used a race of gristly red goblins from another plane. VERY gristly. Not good to eat at all.
Take the standard goblin, make him look like a Mogg from M:tG (like the ones at right). Give them +2 Con, +1 natural armor, and a 25% chance to be able to ignore critical hits and precision-based damage (due to unusual bony growth in their bodies and the presence of far too much gristle). Also get rid of the goblin racial bonus to Ride checks, since Moggs don't ride wolves.
The players loved them, and it let us start the incursion campaign at a much lower level.

Yeah well thing is they have a slave culture. All a Githyanki has to do is prove he's the top slaver around, and enslave the lead Neogi. And since they(Githyanki) are more than decent fighters and could probably handle a few Umber hulks, don't see why they could use the Neogi's connections to other worlds to instill greater fear.

With gith, astral travel, skyships, and the like, I think the slave race would be quite alien in nature compared to the standard PHB type races. That is the reason races like Dromites, or Neogi stand out as good choices for me, IMO.
Not many astral beings seem to stand out otherwise, so I would think that the race should come from an already conquered prime world.
Another idea is to have another Gith inspired race. Maybe a Gith variation on the Halflings... A small race descended from a halfling race held in similar circumstances as the human race that begat the Gith.... maybe not the best idea but a possibility.

Drow. Easy enough to have them come from another plane that they already took over, and in Drow society it's easy to become the slaver, just become the boss. Gives you a range of CRs, and doesn't require a ton of pre-work. Making them look slightly different than "native" Drow avoids any confusion too.
