I tend to disagree, although it is a matter of opinion

Mostly taken from their description, since many are githzzerai, and the society, especially in limbo in managed by the monks and that struggle. The 'neutral' aspect more so refering to that there are Githzerai that don't live the struggle in limbo. I will concede that for some games, the Githzerai show how a 'neutral' people can exist in one of the most lawful societies (after all, each monastery follows a strict schedule of chants, meals, martial arts training, and devotions).
