35,000 is not a small city, imo, but the point is that somehow two different show choirs from "small cities" in the same state both advance through the same regionals.

Ohio has voice enhancing qualities in the water that also make you appreciate show tunes.

What a city is is not an opinion; it is a fact. For instance in Ohio, a municipality automatically becomes a city if it has 5,000 residents counted in a federal census.

On high school show choir competitions I have no idea how those work.
