Seems like it was mentioned in one of the podcasts too.

I know for sure that the MM will have rules to play Drow and Gnome races. I've read/heard as much from official WotC sources.

But the races in the MM won't be as robust as official races -- which the Drow become in FR. Presumably, the Gnome will be getting this treatment in PHB2 or on DDI (or both).
 

A few other playtests have also mentioned gnomes.

We will see them. What we don't know is the difference between the MM writeups and the PHB writeups, and, if there is a difference, when we get the "full" gnome writeup. But I am pretty sure we will at some point.
 

Also, bear in mind that the WOTC folks are not just playing with the core books that have gone to the printers, but are also developing and playtesting future products. There's never been any doubt that future PH or setting sourcebooks would include a full (PHB-style rather than MM-style) gnome racial write-up, and I'd be surprised if at least a draft version of this isn't floating around the designer/developer circles there.

Of course, Keith isn't a WOTC employee. But he's not exactly a typical playtester, either ... Gnomes are an integral part of the Eberron setting, and if he's being asked for any input to the 4E conversion of that setting (and he'd better be!), he may well have access to some of the pieces in development for that setting.
 

I'm sure that someone from WotC said that there are rules in the MM for gnome PCs. I guess you get all the rules for playing a gnome but not the fluff a PHB- race would get. Which I think is nice, since almost all gnome-supporters I have seen here use their own fluff anyway.
 

Yeah, lots of MM races.

We also need to remember that game designers make up stuff as they go. Remember, we've heard of a psion implemented using the warlock rules. 4e is very kit-bash friendly.
