Goblins and kolbolds move at 30????

Could you just have them be horseshoes of Striding and Springing?

Halflings move at 20
They are the same sized as goblins and Kolbolds, why don't the goblins and Kolbolds move at 20? Why do they get to move an extra 10 feet/ round when play character races move slower and they are the same size?

Because they're faster.

NA, technically you'd need an awakened Light Horse so it would be smart enough to take class levels. Plus you'd want horseshoes of Striding and Spring as horses don't like to wear boots.

The "player races" evolved towards intelligence, at the cost of many of the advantages predatory creatures have: speed, natural armor, natural attacks, enhanced senses, that sort of thing. Equipment and magic make up for this discrepancy pretty easily, though.

Goblins and Kobolds move 30' because they are faster. Case closed. If you were using a goblin or a kobold as a PC race, that would be one of the things you would get. This is a special ability just like Gnomes get bonus spells and halflings get a +1 racial bonus on all saving throws.

I believe the official reason given was "because they have a racial predisposition for running for their lives."
