Ok, three suggestions:

1- Dragon Fist by Wizards of the Coast. You'll have to do a little digging to find this since it's not "in print" any more. But here is a link to help you get started.

Dragon Fist part 1 - Hobby, RPG, and Wuxia

I can't find the old site that has the entire thing for download, but it does exist. And it is NOT the WotC website, someone has it on a site that archives old free net-released rpgs. If I come across it I will post it here.

2- Hong Kong Action Theatre! This is the first edition by Event Horizon Productions. NOT the horrendous adaptation by Guardians of Order. Out of print but you can get real cheap copies from Noble Knight Games and Amazon.com I think. Been a while since I checked.

3 - Qin: The Warring States. Cool system that only uses 2d10. Pick up a cheap(er) copy on Amazon.com. Check out this site for a starter kit download to get a feel for the system.

Cubicle 7 Entertainment Ltd - publishers of SLA Industries, Victoriana and Starblazer Adventures

The easiest of the three to find, but the most expensive. Although honestly, if you can download all of the Dragon Fist rpg, I really recommend that one most of all. Very basic mashup of AD&D 2e and 3e without all the number crunching.

EDIT: Not to start a war, but I wanted to point out that the systems mentioned here do not require map and minis or have a character sheet full of data like 4e. I think 4e is good for what it was intended for, but not a good game to simulate the martial arts/wuxia genre.

If you wanted to do Martial Arts in 3.5 a bit more realistic the Martial Pool mechanic from the codex is solid and real simple. Instead of the usual RPG "I swing / you swing" dynamic it feels a bit more like the natural ebb and flow of a of real fight, so your players can use tactical options intuitively whether they know anything about Martial Arts or not.

The Martial Pool mechanic is open source, there is a thread on it in the General Rules Discussion section, but in a nutshell the basic concept is what is called a roll many / keep one system. You give players up to 4 dice, they can allocate each die to an individual attack or an active defense, or they can combine multiple dice (up to all four) for a single attack or defensive die-roll. A natural 1 on an attack or a natural 20 on active defense generates an automatic counterattack, a tie-roll means you hit the other guys weapon if he has one. And if you run out of dice you still have a static passive defense number to fall back on.

If you have special MA or combat Feats that work circumstancially you just change them to grant an extra 'free dice' instead of +4 to this or -2 to that. Thats pretty much it.

It's very fast-paced and easy to implement, and makes combat much more cinematic. A natural for any MA based combat IMO.

I downloaded it once, probably still have it. Read the rules, but I guess I didn't feel very impressed by them, don't know why. Also it didn't present any racial mechanics, which I'd still like in my game.

But watching everything fly around is the best part of kung-fu. ;)

Okay, I think I've got enough suggestions. Thanks to everyone.
