Good sorcerers can't cast [Evil] spells!

Not at all. If casting the spell violates a sorcerer/cleric's code of conduct, the character can cast the spell. He may then lose his clerical abilities, depending whether it's a gross violation or becomes a gross violation by repeated and unrepentant acts.

A ranger doesn't have a cleric's code of conduct in the first place. He casts spells as a cleric. The Chaotic, Evil, Good and Lawful Spells feature is a part of cleric spellcasting, the Ex-Clerics text is not.

I agree that a code of conduct is probably the best way to describe this. But remember that no good deed goes unpunished. Many who seek knowledge do so to promote their cause little thinking that that knowledge is banned because it corrupts the seeker in quiet and unseen ways until he is evil.
